Is it possible to inquire who are using certain specific phone numbers?  (The Criminal Investigation Bureau)
With regard to inquiring the user data, as stipulated under article 3 of the “Telecommunication Enterprise Processing Relevant Agency (Institution) Inquired Telecommunication User Information Implementation Measures” formulated and announced by the Directorate General of Telecommunications, Ministry of Transportation and Communications, the user data may be inquired with the telecommunication enterprise under the following circumstances:
  1. Information required by judicial agency, control agency or law enforcement agency for the purpose of investigating crime or investigating evidence.
  2. Information needed by other government agencies for enforcing the government power.
    Information required by relevant agencies (institutions) that is related to public lives and safety for rendering emergency aid.  “When inquired per stipulations set forth in the preceding Paragraph 1 and Paragraph 2, the inquirer is to state the legal basis”, thus members of the general public who reckons the matters conforming to inquiring the user data may present relevant material evidence for the police institution in the jurisdiction to conduct investigation and case processing.
