Case Summary:
The Republic of China (Taiwan) national and wanted fugitive, Ms. Liu, fled to the United States in 2019 (the 108th year of the Republic) to evade prosecution for an embezzlement case, knowing her arrest warrant was imminent. During her stay in the U.S., Liu not only repeatedly sparked controversies on social media but also remained active in criminal activities, becoming implicated in multiple local drug-related offenses.
Currently, Liu is wanted by five distinct District Prosecutors' Offices in Taiwan. To bring her to justice, ICAD and Second Investigation Brigade of CIB have been relentlessly gathering intelligence on her whereabouts through various channels. This critical information was seamlessly coordinated with and provided to the two CIB Police Liaison Officers stationed on the East and West Coasts of the United States.
Upon the issuance of the arrest warrants, CIB immediately formed a dedicated task force to launch a long-term manhunt for the fugitive, Ms. Liu. The CIB has maintained close cooperation with U.S. law enforcement agencies, including Homeland Security Investigations (HSI) and Enforcement and Removal Operations (ERO), engaged in a continuous exchange of intelligence regarding her activities.
Culminating these efforts, on January 22, 2025 (the 114th year of the Republic), HSI and ERO acted upon the critical intelligence provided by Taiwanese authorities and successfully apprehended Ms. Liu at a hotel in Boston. She was subsequently taken into custody and held at an ERO detention center.
Following Ms. Liu's detention, the CIB Police Liaison Offices on both the U.S. East and West Coasts worked in seamless alignment. They closely monitored her appeal status within the U.S. judicial system while continuously coordinating her deportation and escort protocols with ERO.
After navigating a prolonged legal and administrative process spanning over a dozen months, the dual Liaison Offices, in conjunction with ERO law enforcement personnel, successfully escorted Ms. Liu back to Taiwan on June 4, 2026 (the 115th year of the Republic). Upon her arrival, she was handed over to the competent authorities to proceed with the pending judicial operations.
From the initial provision of real-time intelligence by Taiwanese authorities and the subsequent arrest by U.S. agencies, to the joint completion of the repatriation, this case spanned over a year and fully demonstrates the depth and effectiveness of Taiwan-U.S. law enforcement cooperation.
In recent years, coinciding with the U.S. government's vigorous push on unauthorized immigration enforcement policies, CIB has actively seized this operational window. Through the unyielding efforts of the two stationed CIB Police Liaison Officers, a regular and normalized intelligence-sharing mechanism has been established with U.S. law enforcement partners, leading to the successful apprehension of multiple wanted fugitives who had fled to the United States.
The pursuit of wanted fugitives fleeing overseas remains a continuous, high-priority mandate for CIB. No matter where criminals attempt to hide, CIB is resolutely committed to hunting them down to the very end through international police cooperation, intelligence exchange, and joint law enforcement operations—ensuring the rule of law, upholding justice, and safeguarding the rights and well-being of our citizens.
