Justice Served! Taiwan-U.S. Alliance in Cross-Border Pursuit of Taiwan's Fugitive on the Run.

Case Summary:
  Taiwanese fugitive H. Liou (A. Liou) was placed on the wanted list for offenses of criminal conversion and absconded to the U.S. in 2019. During her time on the run, Liou was repeatedly involved in controversies on social media, in addition to continuously committing multiple drug-related offenses cases constantly. Currently, Liou is wanted by 5 district prosecutor offices. The liaison officers of the Criminal Investigation Bureau of National Police Agency stationed on the east and west coast of the U.S. have long worked with law enforcement in the U.S. over some time and provided intelligence and related traces on suspect Liou. Eventually, Homeland Security Investigations (HSI), and Enforcement and Removal Operations (ERO) of the U.S. apprehended suspect Liou at a hotel in Boston, Massachusetts , the U.S. on January 1st (EST). Currently suspect Liou is retained at the ERO detention center and will  be deported to Taiwan after the U.S. has completed relevant procedures. It is estimated to take several weeks.

   One key task of the Criminal Investigation Bureau is tracking down Taiwan’s fugitive who have fled abroad. The liaison officers stationed worldwide also actively maintain close contact and communication with local law enforcement agencies,thereby establishing an exchange mechanism of criminal intelligence. Amid the U.S. government's intensified efforts to deport illegal immigrants and the CIB has collaborated with multiple law enforcement agencies in the United States to apprehend several Taiwanese fugitives The CIB will continue to strengthen intelligence sharing and joint law enforcement operations to capture fugitives at large, ensuring the enforcement of justice and the rule of law.
 
Suspect Liou is wanted on 5 criminal charges, as described below:
  1. Criminal Conversion (Taiwan Hualien District Prosecutors Office, Hua-Jian-Xin-Zen-Zuo-Qi-Zi No. 000992), circular order issued on 12/06/2019.
  2. Fraud (Taipei District Prosecutors Office, Bei-Jian-Qin-Zen-Hua-Qi-Zi No. 000963), circular order issued on 03/30/2020.
  3. Narcotics Hazard Prevention Act (Taiwan Taoyuan District Prosecutors Office, Tao-Jian-Wei-Zen-He-Qi-Zi No. 005086), circular order issued on 11/29/2021 (Cannabis, transferred by Luzhu Precinct).
  4. Narcotics Hazard Prevention Act (Taiwan New Taipei District Prosecutors Office, Xin-Bei-Jian-Zen-Wu-Qi-Zi No. 000043), circular order issued on 01/05/2023 (Cocaine, transferred by Ministry of Justice Investigation Bureau, Prosecutors Office Criminal Investigation Bureau 2nd Investigation Corps).
  5. Narcotics Hazard Prevention Act (Shilin District Prosecutors Office, Shi-Jian-Nai-Zen-Huei-Qi-Zi No. 000483), circular order issued on 02/27/2024 (Cocaine).
