Case Summary:(一)
Liaison Office of the Criminal Investigation Bureau in the Philippines (hereinafter referred to as the Liaison Group) received a notification from the Philippine Drug Enforcement Agency on October 1, 2018, regarding a Taiwanese national found in possession of methamphetamine in City of Greater Manila. Following verification and cross-checking of records, the individual was identified as a Taiwanese national surnamed Zhang, a major wanted drug offender in Taiwan. Zhang had been convicted and sentenced to 5 years and 6 months of imprisonment for a serious drug trafficking offense and had fled to the Philippines prior to being placed on the wanted list.The Criminal Investigation Bureau had previously requested the assistance of Philippine law enforcement agencies in arresting Zhang. To prevent Zhang from fleeing to another country, the liaison officer in the Philippines promptly provided relevant information about Zhang and requested the Bureau of Immigration Philippines to deport him to Taiwan upon completion of legal proceedings in the Philippines.(二)
Zhang was imprisoned in the Philippines for drug possession and completed his sentence in February 2026. The Taipei Economic and Cultural Office in the Philippines actively urged Philippine authorities to expedite the deportation process. The Philippines agreed to cooperate with Taiwan in deporting Zhang on March 11, 2026. Officers from the Criminal Investigation Bureau, together with the Ministry of Justice Investigation Bureau’s liaison officer stationed in the Philippines, escorted Zhang back to Taiwan to face justice.(三)
The Criminal Investigation Bureau has strengthened its cooperative efforts in apprehending fugitives wanted by Taiwan. In this case, Taiwan and the Philippines demonstrated a high level of law enforcement coordination and cross-border cooperation. In addition to sharing intelligence with domestic and international law enforcement agencies to enhance interception efforts, police liaison officers stationed overseas have actively maintained close communication and strong partnerships with their counterparts in host countries. The Criminal Investigation Bureau of the National Police Agency, in its determination to combat crime worldwide, has cooperated closely with law enforcement agencies in various countries. The Criminal Investigation Bureau looks forward to expanding law enforcement exchanges and cross-border cooperation to safeguard fairness and justice under the law.
