Case Summary:

(一)

Since drug criminal syndicates often import drugs through international postal parcels from abroad, the relevant government units have enhanced border inspections in response to the current situation. In this case, the Criminal Investigation Bureau was informed by the Customs Administration (Taipei Customs), Ministry of Finance, about the smuggling of Category 1 drug "heroin" (gross weight: 2.595 kilograms) from Laos labeled as "head ornament." It was immediately reported to the prosecutor of the Taiwan Chiayi District Prosecutors Office (Section "Lei"), and a task force was formed to investigate in-depth.

(二)

The main suspect entrusted a Thai suspect named 'Sai' who was working illegally in Taiwan to collect the drug package in order to evade detection. The task force discovered another incoming package addressed to suspect Sai. The prosecutor directed the task force to conduct an urgent search and found a Category 1 drug, heroin (gross weight: 2.320 kilograms), hidden in a package labeled 'head ornament.' Through active planning and strategic deployment, the task force arrested the package recipient, suspect Sai, and two drug transporters of Thai nationality, suspects Wa and Na.

(三)

Police investigations revealed that suspects Wa and Na, a couple, entered Taiwan under the guise of tourism, immediately taking a taxi to the location where suspect Sae would receive the drug packages. En route, they strategically purchased two zip-lock bags, a utility knife, and an electronic scale, preparing to unpack and distribute the narcotics. In a meticulously planned two-phase operation, law enforcement successfully apprehended all suspects and seized approximately 4.9 kilograms of heroin. The entire case has been forwarded to the Taiwan Chiayi District Prosecutors Office for prosecution under the Drug Hazard Prevention and Control Act, demonstrating the authorities' commitment to intercepting international drug trafficking networks and protecting public safety.

(四)

With the immense profits generated by drug trafficking, drug interdiction remains a critical national security priority. Law enforcement and prosecutorial agencies are committed to continuously developing strategies to dismantle transnational drug smuggling networks, embodying the comprehensive approach of "preventing drugs from entering the border, intercepting drugs at checkpoints, and pursuing drug criminals within the country." This resolute stance aims to effectively prevent drugs from infiltrating domestic communities and causing significant social harm.
