\r\nCase Summary：(一)
\r\nFollowing a long-term intelligence exchange between the CIB Liaison Office in Malaysia and the Royal Malaysia Police’s Narcotics Crime Investigation Department (NCID), a drug trafficking syndicate was placed under close surveillance. On December 4, 2025, the NCID alerted the CIB that a Malaysian national, identified as Suspect R, was flying to Taiwan that morning. Although no drugs were found by Malaysian Customs upon his departure, officials suspected the syndicate had employed alternative smuggling routes, prompting Taiwan authorities to take over the investigation.(二)
\r\nUpon receiving the intelligence, the CIB immediately formed a task force with the Yonghe Precinct (NTPD) and the Taipei CID. Under the direction of Prosecutor Tsai Ching-sheng of the Shilin District Prosecutors Office, investigators maintained 24-hour surveillance on Suspect R following his entry into Taiwan. R was later tracked to a hotel in Shilin District, where he met with a Malaysian woman, Suspect E, in the lobby. The two were apprehended on the spot as E handed over the narcotics to R.(三)
\r\nOnce the timing was right, the task force intercepted Suspect R as he left the hotel. A subsequent search of his room led to the seizure of four bags of heroin (totaling 4kg), along with mobile phones, a digital scale, and a hammer. Investigators then successfully tracked and arrested a Taiwanese suspect, surnamed Chiu, who had arrived to collect the shipment. Expanding the operation, the task force located Suspect E in downtown Taipei and took her into custody under a warrant.(四)
\r\nA total of three suspects were apprehended in this case with 4 four kilograms of Category I narcotic heroin, five mobile phones, and related tools used in the crime seized. The case was transferred to Taiwan Shilin District Prosecutors Office for investigation with all three suspects detained and held incommunicado by Taiwan Shilin District Court. Subsequently, the Taiwan Shilin District Prosecutors Office filed a public prosecution against them for the crime of transporting Category I narcotics on March 10, 2026.七、
\r\nThe Criminal Investigation Bureau stated that this case demonstrates the effectiveness of real-time intelligence exchange and collaborative investigations between Taiwan and Malaysia. The Bureau pledged to further deepen cooperation with international law enforcement agencies, to bolster efforts against cross-border crimes, maintain social order, and prevent illicit drugs from entering Taiwan.
